Hello, my name is Levi Phillips. I am joining PULP as a Langer, Grogan, & Diver Fellow in Social Justice. I earned my J.D. from the University of Pennsylvania Carey Law School in May 2025 as a Toll Public Interest Scholar.
Before law school, I worked as a paralegal at a legal services organization representing individuals and families in appeals to maintain public assistance benefits. I also worked as an investigator at a disability rights legal services organization. Through law school, I performed pro bono service representing workers in hearings challenging denials of unemployment compensation benefits. I spent my summers in law school representing patients at a health clinic through a medical-legal partnership and working on local and federal environmental regulatory issues at an environmental nonprofit in Washington, D.C.
During law school, I also had the opportunity to volunteer and intern at PULP, honing my budding interests in energy justice and public utility law. My experience at PULP prompted me to complete a graduate certificate in energy policy, pursuing coursework focused on energy justice and just transition lawyering. I also co-authored a law review article about the role of publicly owned energy utilities in the clean energy transition.
Now, I return to PULP on a fellowship project centered on expanding access to energy efficiency measures for Pennsylvania’s low-income energy consumers. My work aims to ensure that low-income energy consumers have equitable access to the energy affordability and housing stability benefits that improved energy efficiency offers. I look forward to working alongside energy consumers and the PULP team to advocate for critical updates to Pennsylvania’s energy efficiency policy framework.
